Yes, the translation is generated when the translated page is loaded for the first time and, then, served from cache if there are no updates on the page content. If you have a website with traffic the translation of all the pages should be fast.

On the other hand, you can limit what you want to translate on your website using rules. For example, you can add a rule to exclude a forum from translation using a simple exclusion of the URL starting with /forum
